The concept for "the most scenic and picturesque mountain road in the state" was developed in 1912, and the funding allocated beginning in 1919. The construction, piece by piece, started in 1929 and continued until 1956, with the exception of the years 1941 through 1946 during WWII. The scenic road is 66 miles (106 km) in length around these mountains.
